The International Balloon Association is a non-profit trade association for distributors and manufacturers of balloons and balloon accessories, and other support products found in the balloon industry, as well as balloon decorators, retailers, and entertainers.
The International Balloon Association (IBA) was formed in 1989 by U.S. Balloon Distributors when legislation to ban the sale of metallic balloons in the state of California was proposed. The legislation was defeated and because the IBA remained active and intact, the industry was prepared and ready when the same legislation was proposed and defeated again in 2008.
The goals and ideals of the IBA as it was formed in 1989 are still true today, to promote balloons and their perceived value to the public.

- To perpetuate the industry
- To enrich member business and marketing skills
- To increase awareness of current industry issues
- To continue to seek other services for productive benefit of the membership
